Charlotte was born on June 8, 1942, in Little Yazoo, MS to Richard Leroy Hollingsworth Plunkett Sr. and Evelyn Amelia “Lucy” Kirk Plunkett. Charlotte married James “Jim” Ellis McCool on August 9, 1963; they were married 61 years.

She is preceded in death by her parents, and two brothers: R.L.H. “Rickey” Plunkett Jr. and William “Bill” Plunkett.
