James (Jim) Michael Hill

James (Jim) Michael Hill of Biloxi, MS, passed away unexpectedly on April 5, 2009 while conducting business in Austin, TX. Jim was Vice President, Tidal Basin Government Consulting of Alexandria, VA, and was active in recovery programs associated with recent hurricanes along the Gulf Coast. He spent his youth in Tupelo, MS, and was a 1963 graduate of Tupelo High School. Jim graduated from the University of Mississippi, Bachelor of Business Administration, 1972 and a Master of Urban and Regional Planning, 1974. In addition to activities on the Gulf Coast, he held positions as Commissioner/Director of Planning and Development for West Haven, CT, Montclair, NJ, Allendale, NJ, Meridian, MS, Tupelo, MS, and Russell County, AL. A recent assignment was Senior Consultant with Dewberry-Goodkind, Inc. as FEMA Group Lead for Orleans Parish and the City of New Orleans supervising numerous post-Katrina recovery projects. He proudly served his country in the US Army from January 1966-September 1969 as a Military Policeman and as Combat Officer in Vietnam as 1st Lt. in the First Calvary. After his service he remained a Life Member of the First Calvary Association and was a past president of Vietnam Veterans of America, Chapter 647. He was preceded in death by his parents, Janelle (Patey) McComb and Roy McComb of Tupelo, MS. Jim is survived by his wife Mary Alice (Carlton) of Biloxi, MS; son, Michael Blair Hill of Tupelo, MS; and daughters, Ashley Hill of Oxford, MS, and Morgan Hill of West Haven, CT. A memorial service will be held on Thursday, April 16, 2009 at 11:30 am at the Pass Road Chapel of Bradford-O'Keefe Funeral Home, West Biloxi. Friends may visit one hour prior to service.
